If PH citizenship laws will be strictly followed, Menk can't claim PH citizenship because his mother cannot transmit the citizenship she lost before his birth.

His mom can't be a dual citizen when he was born. The dual citizenship laws only came around 2003, decades after Menk was born.

Before 2003, natural born-Filipinos who took up foreign citizenship lost their PH citizenship.

If natural born Filipinos did not loose their PH citizenship upon taking foreign citizenship, what's the point of the 2003 Reacquisition and Retention act?

Another example this is the Toni Labrusca airport fiasco. The immigration officer saw him as a foreigner despite being born to two natural-born Filipinos who took American citizenship. Labrusca got pissed because he got the regular 30 day visa free stamp rather than the Balikbayan stamp - a privilege granted to former PH citizens (natural born)
But that shouldn't be the case, we know Filipinos follow "jus sanguinis" relationship by blood. So , I don't think this should matter except if he is going to run for Presidency or Establish a news media outlet then he will have to deal with the technicalities of the law.
