Pinoys in China hope Aquino will clarify Spratlys issue

Filipinos in China are hoping President Benigno Aquino III’s ongoing state visit there will finally clear the air about the territorial row regarding the Spratly Islands.

Philippine-born Jaime Florcruz, Cable News Network’s Beijing bureau chief, said the Filipino community there is the most affected when a Philippine-China controversy erupts.

“Mahalaga ang communications kasi ang pinakadelikado na nakikita ko [ay] kung naghuhulaan tayo, lalo na ang ating liderato, kung anong iniisip ng kabila," he said in an interview on GMA News TV’s “News to Go."

Florcruz said the Filipino community in China, numbering about 2,000, is held in high regard by the Chinese people. The Filipinos in China are glad that Aquino is now there for his visit, he added.

The Philippines and China are among six claimants to the Spratlys, the others being Vietnam, Taiwan, Brunei and Malaysia.

Beijing—The Philippines and China on Wednesday agreed on a five-year development program for trade and economic cooperation that is expected to generate $60 billion in bilateral trade by 2016.

The deal was one of the agreements signed by Foreign Secretary Albert del Rosario and his counterpart following President Benigno Aquino III and Chinese President Hu Jintao’s bilateral meeting at the Great Hall of the People Wednesday afternoon.

Mr. Aquino and Hu witnessed the signing of the agreements that also include the following:

A memorandum of understanding (MOU) between the Department of Foreign Affairs (DFA) and the Chinese Ministry of Foreign Affairs (CMFA) on strengthening cooperation

A cooperation agreement between People’s Television Network Inc. (PTN) and China Central Television (CCTV)

An MOU on the assignment of an investment officer who will promote the Philippines to Chinese investors

An MOU between the Presidential Communications and Operations Office and the State Council Information Office

An MOU on sports cooperation between the two countries’ sports agencies

A program implementing the MOU on tourism cooperation

There were also exchanges of letters between the two governments on the technical grant of $300,000 for projects that will be endorsed by the National Economic and Development Authority, on the extension of the Philippines-China Cultural Agreement.

The Philippines and China have identified bilateral cooperation in the following fields: aquaculture and fishery, infrastructure and public works, mining, energy, information and communications technology, processing and manufacturing, tourism, engineering services and forestry.

Del Rosario also signed the MOU on the strengthening of cooperation between the DFA and the Chinese MFA.

Enhanced cooperation

According to documents provided by the government delegation, the MOU identifies the various areas that, if pursued, would enhance the cooperation and exchanges between the two countries.

The MOU identifies the following areas of cooperation as frequent contacts between the foreign ministers, regular consultations at various levels, exchanges of publications and cooperation on organizing and conducting training programs, and cooperation in consular affairs.

The cooperation agreement between PTN and CCTV provides for a partnership to report Asia from an Asean perspective, deliver and strengthen Asia’s voice in the world, show Asia’s improvements and development, and highlight the interaction and coordination between Asian countries and other parts of the world.

In particular, PTN and CCTV agree to the exchange of news programs, a mutual licensing of news stories copyright and the establishment of a joint news gathering scheme.

hmmm let's see... conditional cash transfer program, holiday economics, now the northrail and broadband deal too? it seems that PNOY is a great fan of the previous administration of GMA.
save for the credulous and incredulous allegations of massive corruption, including the purported benta of the spartlys to the chinese, i think the arroyo administration did a good job in stabilizing what seemed like a very volatile economic situation.

Aquino weighing invitations

MANILA, Philippines — President Benigno S. Aquino III may set aside his aversion to foreign travel to enhance the country’s ties with other nations as state invitations have started pouring in his office.
The President, who is ntly in China on a state visit, has been invited to visit the United States and Japan this month, but has not decided yet whether he would go, according to his Deputy Spokeswoman Abigail Valte.
Aquino, who had earlier said he will limit his foreign travel to essential ones, is expected to attend the United Nations General Assembly meeting in New York City later this month.
He has also been invited to attend a summit on open governance in the same US city.
While visiting the US, President Aquino may also grab a chance to hold a meeting with President Barack Obama, but there is no confirmation yet.
“We can confirm that there is an invitation sent, but we have no confirmation yet on whether the President will acceptg it,” Valte said in a Palace press briefing on the President’s imminent visit to the US.
Asked if the President’s invitation to visit Tokyo was set this month, Valte said: “Yes, all September.”
Valte said several countries have sent invitations to the President Aquino, but the Department of Foreign Affairs is still threshing out the details.
She said the President could not help, but travel abroad to enhance the country’s relations with other nations.
“There is a need to visit our neighbors and of course, being one of the relatively new presidents in the region, he has received many invitations,” she said.
But the President, she said, is carefully choosing which places to visit due to his “very hectic schedule” in governing the country.
The President Aquino, travelling on a P25-million budget, is in China to attract more investments and ease a territorial row with Beijing. The trip is his eighth foreign visit since he assumed office last year.
Broadband deal revival

Back home, Secretary Ramon Carandang of the Presidential Communications Development and Strategic Planning Office (PCDSPO) confirmed that Malacañang is studying the proposed revival of the once-controversial broadband network to reduce communication costs.
“Yeah, that was discussed in broad strokes, but there’s no decision on that. And there has not been any discussion lately on that,” said Carandang, adding that it was proposed by the Department of Science and Technology (DoST).
The past administration cancelled the controversial national broadband network (NBN) deal with China’s ZTE Corporation a few years ago due to allegations of bribery and corruption which led to an alleged overpricing of the contract.
Carandang acknowledged there might be a need for the P800-million project to electronically interconnect government agencies across the country to save money.

President Benigno "Noynoy" Aquino III has directed the release of a P4.95-billion fund to further beef up the country's defense, a Cabinet official said Wednesday.

“The P4.95 billion will fund necessary capability requirements of Armed Forces of the Philippines in its territorial defense operations, including providing a strong security perimeter for the Malampaya Natural Gas and Power Project (MNGPP),” Budget and Management Secretary Florencio Abad said in a statement.

The huge fund was ordered released just months after the government spent P423 million to acquire a U.S. Coast Guard Cutter Hamilton to secure MNGPP and the disputed parts of the West Philippine Sea.

Abad said that of the P4.95 billion, P2.65 billion will be used to purchase a high-endurance cutter sea vessel and three helicopters for the Philippine Navy; and for base support and logistics system and coast watch requirements.

The Philippine Air Force will also be using P2.30 billion to get three helicopters and to develop a base-hangar, he added.

Abad said the fund will be charged against the Special Account in the General Fund (Fund 151) being maintained by the Department of Energy for Malampaya Revenues.

“We are ensuring that each and every peso spent by the AFP will directly result in better equipment and other operational support for our men-and-women in uniform,” Abad said.

Phl Navy acquires new vessel By Jaime Laude (The Philippine Star)
MANILA, Philippines - The Philippine Navy is commissioning the construction of a 579-ton Landing Craft Utility (LCU) that will be launched in the last quarter of the year.

The engine and propulsion system of the ship will be created by PROMPMECH while its hull and fixtures will be made by Philippine Iron Construction and Marine Works (PICMW).

The construction of the ship is funded by the Navy’s P176-million LCU acquisition project.

“The acquisition of the Philippine-made LCU will provide for a readily available watercraft for combat support missions such as logistic transport and amphibious operations,” Navy spokesman Omar Tonsay said.

This month, the Navy has received the weather endurance cutter BRP Gregorio del Pilar acquired from the United States Coast Guard for P450 million.

Local shipbuilders configured the LCU to transport combat personnel, tanks, vehicles, artillery, and cargo.

Aquino to have 1-on-1 with Obama
MANILA, Philippines - President Aquino will have a one-on-one meeting with US President Barack Obama when he visits the United States next week, Malacañang said yesterday.
Deputy presidential spokesperson Abigail Valte said over radio dzRB the meeting between the two leaders had been set but it would be up to the Department of Foreign Affairs to release the full details of Aquino’s trip to the US on Sept. 19 to 22.
Washington think tank Heritage Foundation earlier said Obama should have a one-on-one meeting with Aquino, saying America’s aid to its ally had long been predicated upon the Philippines also contributing its fair share.
“Now that President Aquino’s commitment can no longer be in doubt, the US should step up to the plate and uphold its end of the bargain,” Robert Warshaw, research assistant in the Asian Studies Center at The Heritage Foundation, said.
He said by increasing funding for its arms acquisitions and military modernization plan, the Philippine leadership under Aquino was once again demonstrating its seriousness in protecting its territorial sovereignty.
Aquino’s US visit was upon the request of Obama for him to attend the launch of the Open Government Partnership at the United Nations Assembly in New York.
The conference, which takes place on Sept. 19, will include the participation of several countries, two of them from Asia – the Philippines and Indonesia – and will set the stage for the formal launch of the US Initiative Open Government Partnership.
During the conference, eight steering committee countries – the Philippines included – will announce plans to secure commitments from other governments to promote transparency, empower citizens, and fight corruption.
Aquino will also speak at the World Bank’s annual conference in Washington on Sept. 21.
He is scheduled to return to the Philippines on Sept. 22, before embarking on another official visit to Tokyo, Japan from Sept. 26 to 28.

Philippines seizing 'record amounts' of fake goods

The Philippines is seizing record amounts of fake goods, most of them from China, showing the government's commitment to enforcing intellectual property rights, a government watchdog said Monday.

In the first eight months of 2011, over 3.8 billion pesos ($87.7 million) worth of counterfeit products were picked up, 62 percent up from the same period last year.

Seizures of counterfeit goods this year are easily expected to top the record haul of 5.68 billion pesos recorded in 2009, said Chester Singco, head of the inter-agency secretariat on intellectual property enforcement.

"As reported to us and based on confiscations... most of the fakes come from China. But there are reports of more items coming from Malaysia," he told AFP.

Figures released by Singco's agency showed that in 2011, the top seized items were handbags, wallets and backpacks, supposedly of signature brands.

Counterfeit clothing and bootleg DVDs and music CDs were also among items seized.

Fake products are widely available in the Philippines, often sold openly on sidewalks.

The government has been cracking down on intellectual property violations, launching frequent, high-profile raids and destroying the seized materials.

However, the Philippines remains on the US Trade Representative's lower-level Watch List of countries deemed not to be doing enough to protect intellectual property rights.
