While you consider Fil-Ams who were born and grew up in America as dual citizen/foreigner????(Clarkson, Green)
No I dont, but the problem already starts with availability due to school etc while they are young, and later due to their engagement at foreign pro teams once they may be good enough. Whats the gain when you have players based around the world, when they are mostly never or seldom available? Also what kind of signal and motivation does that give to local talents, if players from abroad will always be prefered? Players available within the country are easy to reach and to form, while players in the USA or Europe aren't.
