why is it fiba asia chooses vietnam as the host of the U-16 Asian Champs.?

I don't get it either. I guess FIBA-Asia wanted to help promote basketball to smaller countries like Vietnam to help expose their youth on international basketball. Similar to why FIBA-Asia chose Yemen to host the under-18 tournament last year. Again, I am just guessing.
