Secondly coaches who are to start preparing with 3 weeks barely to go need commitment that whoever they select will show up in practice or else they can't run a full 5x 5 practice with subs. Eh how can they be confident of Nonoy showing up, eh hindi na nag attend ng regular tryout practice when invited

In the big scheme of things Nonoy not being there has very little impact if any on how far we go. Why? Simply because the top 3 or 4 players on this team who we will heavily rely on like never before in youth competition are already intact, the 5th best player granted its Nonoy who still needs to be integrated, doesn't change our chances.
As we've seen in the senior Gilas team is what matters most is if you have the top player, Blatche, whether you have Marcio instead of Wright, even if he is better does very little in improving our chances
The thinking is very NBA ish star rating focus, where the debate between top 6 players is very little in Margin.
It simply isn't the case with Kai, AJ and for Gilas Blatche or Clarkson, whoever they play alongside as support players whether Wright or Marcio has very little to do in changing outcome

The next guards (combo guards) the coaching staff are most confident to contribute for this tournament 3 weeks from now are returning Oczon (who played well in 2018) and Spencer (who has shown he can fill a support back up role with a defensive focus). Please note it doesn't mean the 2 are better than Nonoy, they're just better fit within the context of the situation (totally understandable from a coaching perspective)
Now the 3 are the main guard rotation the coaches want to focus during the 3 week prep time (they get the minutes in tune up game to fast track chemistry)
The rest like Abadiano or Fortea are bench players or alternates in case of injury. The problem is Nonoy is too good a player or unfamiliar with a bench role to replace the 2 I mentioned. Again coaches pick players for a specific role and Nonoy ain't no bench player. Need guys who will accept that very limited cheerleader role
