Another league not allowing foreigners.
When are these dudes going to understand?
Leagues start up all the time with the same rules/regulations as the leagues before them. Then they don't work....
So someone a few years later starts up a league just like the league before it....
Whenever someone starts a league that lets imports/foreigners play and likes competition and tries to create the best basketball it can, then we will see something interesting

THE SMALL municipality of Alcantara on the west coast of Cebu will be the center of the Basketball world as they host the inaugural Pilipinas VisMin Super Cup Visayas Division starting April 9 at the Alcantara Big Dome. Seven teams will kick off the very first professional league based in the South while seven more will do battle next month in the Mindanao Division to be held in Dipolog City. READ MORE

All around the world i watch soccer/futball teams and they play home games and away games.
For some reason so many Filipino basketball leagues, don't believe in home and away games. They want to bring many of the teams to some site and play like 3 games back to back.
Why would any normal fan care about team A from different city playing team B from different city. Why would they pay to watch that?
The goal should be to build up a fanbase for the local team and try to get as many people to watch and care about the local team... Then the next year more people care about the local team. Pride/etc. for the city.
But the league will fold in a couple years because there is no fans/loyalty/money because they have 1 home game a year and all their other games will be in different cities. Who gets excited about seeing the home team one or two times a year?? It seems to just repeat itself.
It is a headscratcher.....

I think it's great that this league has a divisional format. The most number of games a team can play is just about right since the league is just starting. With the exception of the non-concurrence of the Visayas and Mindanao legs, I think this format should have been applied by the MPBL instead of the 9-month, 30-game, single-round-vs.-all teams format.
A pure home-and-away format could also have been realized, as intra-divisional play would not require for unnecessary and long travel by the teams, thus preserving the players' health and keeping them in good condition. They could have saved the inter-divisional play in the National Playoffs/Finals.

The inclusion rules for Filfors seem to be more relaxed than PBAs and MPBL. Passport and proof a parent is Filipino. No height or number restriction. However, 3 players should be from Vis Min and 3 should be frim the city they represent. Team salary cap exists also.
18 yr olds can play as well as students as long as they have the permit. Their aim is to discover players from Vis Min and their rules match that. But I guess talented Luzon and foreign based players can join.
