Well the wildcards are supposed to be based off of FIBA rankings, so while it isn't a sure thing, we can make accurate guesses.

But yes groups/hosts will play very large factors, along with how the draw is allocated.

For example if Canada magically had their best possible roster and the tournament was in Toronto I'd like their odds way better than if they had to travel to Lithuania with the roster from the World Cup.
