The AFROCAN is a new FIBA tournament for players based in their domestic leagues. The first edition was held in Bamako in July 0f 2019. Plenty of suprises. Congo DR were the winners. Kenya was the surprise runner up. Angola were 3rd.

Kenya recorded comprehensive victories over Nigeria, Morocco, Tunisia and CIV. This brings into question how strong the domestic league is in Nigeria and Tunisia. They seem to rely on overseas based players, some of whom have never stepped in the countries they are playing for.

Congo DR despite the political instability, appear to have by far the best home based players.

I don't know what the official rules were, but not all the players were domestic based. Kenya's star Tyler Okari plays in Denmark. Brandon Davies played for Uganda in the qualifiers and he just got Ugandan nationality so he could count as a domestic player in Spain.

Apparently the Nigerian team did not enjoy much support from their federation:
Disturbing images of Nigeria’s Men’s Basketball team to the AfroCan is drawing the consternation of basketball fans, with the players claiming they were abandoned by the Nigeria Basketball Federation on arrival from Mali. Per Femi Adefeso [Kwese Sports/Supersport], GIANT OF AFRICA! This is the treatment given our National Basketball Team who represented in Mali. […]

Afrocan's national teams filled their rosters with at least 10 continent based players. It's a smart move from FIBA, that will give the opportunity to African-based players to represent their countries.

Africa may be the future of basketball. NBA already knows that so they decided to collaborate with FIBA and create the BAL(Basketball Africa League).

DAKAR (Senegal) - The Basketball Africa League (BAL) today announced the host cities where the inaugural BAL regular season will take place and Kigali (Rwanda) as the host city for the first-ever BAL...

AFROCAN is a good way to gauge the actual strength of a country's basketball program. Teams like Nigeria excel with rosters made entirely of foreign players i.e. players with Nigeria roots but were born in North America or Europe. Others like Rwanda actually import players. I don't know why FIBA allows this. AFROCAN will give opportunities to local players to showcase their skills.

Surely Afrocon is a great way to check the african country strength in basketball.

It is clear that these teams heavily rely on overseas-based players, some of whom may not have a strong connection to the countries they represent.
