He seems like he never played before. Even his potential is high..

Yes they can, as far as I know there is no restriction in youth categories except BGL. it can be said that it is even encouraged via the rule that if any foreigner who spends at least 3 years in youth categories in Turkey, he/she will be counted as 'yerli' even if he/she can not be eligible for Turkish nationel team.
it is like the Spanish league rule I guess. but for now nobody tried to bring some prospects cause nobody is interested in growing the youngers up.

          well-put.
There are established organizations and many dedicated people dedicated to youth development, but since the senior levels have no interest, all the efforts below are also degenerating.
in all fairness, I see Turkoglu & co are trying to implement some ideas, like banning zone defense etc, but their execution & results seem terrible (and absurd) at the moment.

Ok, I allways heard the oposite thing, that players like Osmani were in Bandirma for more than a year before he could play with a license for Banvit in genç (u18) level, even in that period there was not that BGL rule... (if he could play that first year, he would not be "yabanci" anymore now with that 3 years rule)

Mobley is not the only other big man, because Stewart will play as dominant big. And Mobley is not a not notable addition because he is simply one of the most talented bigs to come down the pike in a long time. Following the U16/U17 Teams since 2009 this Talent pool is the most spectacular in allthe years even if some of the big names and surfire stars like Wiseman, Todd, Edwards or Springer will not be there. From 1-12 exceptionally athletic, long, powerful and creative.

This is a big improvement from the silver medal team last year where we were missing many top prospects. That's a pretty good team for Canada for the U17 as it has almost all of our top prospects for this age group. It it might one of the deeper team we've ever fielded at that level, however it doesn't have the same kind of top end talent that previous teams with guys like Barrett, Wiggins and Murray had. The weakness (per usual) is we dont have any quality big men, which will inevitably show up against the US. But Canada will be a handful for any other country.

I feel bad speaking ill of such young kids,
but at all these youth levels we are forced to watch the Bediako brothers and they are just not up to this level. Especially compared to the guard and wing play. Hopefully in crunch time the coaches will find more creative solutions.

Excited to see Cashius and Addisson ball.
