2. The deadline for application for rookie draft should be before the lottery draft, so that no more dodging happens..
3. Top 3 worst team should be in the lottery ball, w/ the worst team should have the higher percentage of getting the top pick, but atleast the second and third worst team still have a chance to get the top pick.
4. Abolish the d-league stint qualifications for fil-foreigners.. it doesn't make sense why they need to play in low tier league..
5. And last, protect the top pick.. no trade rule for 1 year..

There are hundreds of basketball program blueprints that the PBA could follow. I really dont get why they couldn’t do that.
