  • Philippines urges China not to execute 3 Filipinos
    MANILA, Philippines – The Philippine president said Wednesday that he will ask his Chinese counterpart to commute the death sentences of three Filipinos scheduled to be executed next week in China for drug trafficking. China has defended the sentences.

    Benigno Aquino III said Wednesday that officials were trying to set up a phone call to Chinese President Hu Jintao so he could personally make the appeal on behalf of the two women and one man, whose death sentences were affirmed last week by the Supreme People's Court in Beijing.

    Philippine Foreign Affairs Undersecretary Esteban Conejos said the three were arrested separately in 2008 carrying packages containing about 33 pounds (15 kilograms) of heroin into China. They were convicted and sentenced in 2009.

    Philippine efforts to win a commutation of the sentences follow moves by its government to appease Beijing after eight Hong Kong tourists were killed in a hijacked bus during a botched police rescue in Manila in August.

    Aquino did not send a representative to the Nobel Peace Prize ceremony in December honoring a jailed Chinese dissident to spare Filipinos on death row in China. Two weeks ago, Manila deported to Beijing 14 Taiwanese facing fraud charges in China despite protests from Taipei.

    "We think we have very good relations with them," he said. "Unfortunately we have not yet been successful, but we will not stop."

    In a statement, the Chinese embassy in Manila said the three Filipinos stood trial and a went through an appeals process in 2009 before the Supreme Court affirmed the conviction and the death penalty on them on Feb. 11.

    "No one is privileged to transcend the law," the statement said.

    The three Filipinos were arrested separately in 2008 carrrying packages containing about 33 pounds (about 15 kilograms) of heroin into China in exchange for cash. The three claimed they were unaware the packages held drugs, Conejos said.

    Conejos said that since 2006, more than 200 Filipinos have faced drug cases in China. Of the total 72 have received the death penalty with possible commutation, 38 meted life imprisonment, 78 sentenced to 15 years in prison and 35 currently on trial. Only six cases have reached the supreme court _ two sentences overturned, three affirmed and one still being reviewed.

        Yes it is... I wish we are a Regional power Econimically and Militarily.. But regarding on the 3 Pinoys in China I have nothing to say coz it's all about drugs

            a lot of pinoys drug mules have been jailed in China, HK and Thailand. I do wish that POEA, DSWD, DFA and other government agencies would find better job offerings for our poor country men who's been pushed to brink just to have money for their families here in the Philippines. \

            I've heard stories that a certain syndicates would approach them, tell that they know where his/her families lives and harm them if they don't become mules.

              Agree to that.. its better to help those hostage by pirates or rape by there employers than those who brought drugs along with them...

                    President Benigno "Noynoy" Aquino III asked Filipinos on Friday to pray that government efforts to save three Filipinos on death row in China will pay off.

                    "May I call on all Filipinos, led by our religious leaders of all faiths to unite ourselves in prayer beginning today at sundown, at the pealing of the bell for the Angelus or during the most quiet and meditative times consistent with our respective faiths," Aquino said in a statement read by deputy presidential spokesperson Abigail Valte.

                    "All our prayers will soar to the heavens to touch the heart of God — the God who 'will make a way where there seems to be no way'," said the president.

                    Valte said the government is exhausting all efforts to save the three from the death row.

                    Binay leaves for China

                    Vice-President Jejomar Binay left for China early on Friday in a last-ditch attempt to save the three Filipinos facing execution for drug-related offenses, a radio dzBB report said.

                    Before leaving, Binay appealed again to the Filipino people to pray for a miracle to save the three people from death row.

                    Binay will also deliver to China Aquino's letter addressed to Chinese President Hu Jintao making the appeal based on "humanitarian" grounds.

                    "As instructed by President (Benigno III) Aquino, I leave this morning for Beijing together with (Foreign Affairs Undersecretary Esteban Jr.) Conejos to appeal for clemency for our three kababayans on death row," Binay said in a departure statement he read at the Ninoy Aquino International Airport before leaving.

                    "Our embassy in Beijing informed me that this visit is a special consideration for the Philippines in view of the close friendship between our two countries and peoples," Binay said.


                    While the government respects the decision of the Chinese courts and does not condone drug trafficking, Binay said he believes the three Filipinos were "merely victims of international drug syndicates."

                    "I carry with me the prayers of the Filipino people led by our President Aquino that clemency could be granted on humanitarian grounds," he said. – VVP, GMA News

                      President Benigno Aquino III on Tuesday remained tight-lipped on his choice for the next chief of the 120,000-strong Armed Forces of the Philippines (AFP), even as he expressed reservations on appointing a “junior" military general for the post.

                      "With the forthcoming retirement of chief of staff Gen. [Ricardo] David, there will be necessary movements among all of the various units within the AFP. So if you select a very junior [officer and], assign him to the most senior position, what happens to the more seniors?" Aquino told reporters in Camp Aguinaldo.

                      David, a member of the Philippine Military Academy class of 1977, is due to reach the mandatory retirement age of 56 on March 8.

                      He has recommended all the 11 three-star generals of the AFP, and two junior ones — AFP deputy chief of staff for operations Maj. Gen. Emmanuel Bautista and 2nd Infantry Division chief Maj. Gen. Jessie Dellosa — as his replacement.

                      Not a single two-star general was named AFP chief during the post-Marcos era. All AFP chiefs appointed during that period were three-star generals, mostly holding the position of Army chief or Southern Command chief.

                      Among the former military chiefs who came from the other branch of service include Rodolfo Biazon (Marines/Navy), Arnulfo Acedera (Air Force) and Benjamin Defensor (Air Force).

                      Aquino, the AFP’s commander-in-chief, said he would consider seniority in the selection of the next military chief. He also said he is still in the process of selecting David’s replacement.

                      “We still have a few more days, perhaps a week or two, to finalize this," said Aquino, who was in Camp Aguinaldo to grace a Medical Civic Action Program that benefited hundreds of civilians, including military dependents.

                      Among the other candidates for the top AFP post are AFP vice chief Lt. Gen. Reynaldo Mapagu (PMA 1978), AFP deputy chief Lt. Gen. Eduardo Oban (PMA 1979), Army chief Lt. Gen. Arturo Ortiz (PMA 1979) Air Force chief Lt. Gen. Oscar Rabena (PMA 1978), and Western Command chief Lt. Gen. Juancho Sabban (PMA 1978) and Western Mindanao Command chief Lt. Gen.                         MANILA, Philippines — President Aquino has called on Filipinos to sustain the unity of 1986 EDSA People Power to combat any threats of oppression, injustice, and corruption today.

                        At the photo exhibit “Revolution Revisited” by Kim Komenich at the Ayala Museum last Monday night, the President acknowledged that the nation has yet to fulfill its "great potential" despite the historic bloodless popular uprising that ousted the Marcos dictatorship 25 years ago.

                        The President, son of famous freedom heroes, said the 25th anniversary of EDSA People Power should be more than just celebration but a “reminder of the responsibilities we must still collectively fulfill.”

                        “As we look back fondly on the 1986 EDSA Revolution, we must also remember to sustain that spirit of unity because our triumph back then only remains a triumph if we make certain that each and every Filipino lives free from the darkness of oppression today. And thus, as we celebrate the 25th year of EDSA, we must ask ourselves: Have we really achieved what we wanted to achieve back then? Are we any closer?,” he said in his speech.

                        “The people know that we are gaining ground: with the lifelines we are providing for the poorest of the poor; the jobs that will be waiting for skilled graduates; the justice we are ensuring for our citizens; and above all, the transparency and accountability we are instilling in our institutions,” he said.

                        Also, Department of Interior and Local Government (DILG) Secretary Jesse M. Robredo has called on local government units (LGUs) to participate in the 25th EDSA People Power Revolution celebrations.

                        This year, the theme will be "Tatak Edsa 25: Pilipino Ako. Ako ang Lakas ng Pagbabago," and will be highlighted on the 25th, and will showcase the Edsa Power Revolution as "the Filipino's contribution to global democracy, mobilizing the force of volunteerism towards change and transformation."                             CCT will not reduce poverty – UN expert

                            MANILA, Philippines — The P21-billion Conditional Cash Transfer (CCT) program of the Aquino government will not reduce poverty, according to a United Nations expert on social development.
                            Dr. Sarah Cook, director of the UN Research Institute for Social Development (UNRISD), insists that in spite of the reported growth in many economies, income and wealth inequalities persist.
                            Cook said the yawning gap between the haves and have-nots is most pronounced along ethnic and sexual lines, with minorities and women sharing less of the purported expansion of economies.
                            In a paper delivered before members of Social Watch Philippines (SWP) and the faculty and students of the University of the Philippines-College of Social Work and Development (UP-CSWD) Wednesday, Cook said the Aquino government should give priority to a “universal approach to social protection and social services.”
                            She cautioned government that it would be futile to target only segments of the poor through CCT, which was recommended and financed by the World Bank (WB) and the Asian Development Bank (ADB.)
                            The Department of Social Welfare and Development (DSWD) under Secretary Corazon “Dinky” Soliman has been implementing the CCT, which also secured its funds through a hefty cut in the budget of the National Food Authority (NFA), which has to make do with R2.5 billion for its rice procurement program.
                            Out of its P21-billion fund, the DSWD will be spending P4 billion just to train personnel in handing out cash to the urban poor, which is the segment targeted by the program.
                            Budget Secretary Butch Abad actually gave NFA a zero budget for 2011 but Congress gave it an appropriation of P2.5 billion.
                            “Rising inequality contributes to the persistence of poverty even when concern for its reduction has been high on the policy agenda of governments,” Cook said.
                            Cook presented the UNRISD flagship report titled “Combating Poverty and Inequality: Structural Change, Social Policy and Politics,” in a forum with SWP and CSWD at UP Diliman.
                            Comprehensive social policies are essential for addressing poverty and inequality is the third key element.
                            “Evidence presented in the UNRISD Report further demonstrates that the most significant reductions in poverty have occurred in countries with comprehensive social policies that aim at universal coverage. Moreover, social assistance programs are most effective when designed as an integral part of long-term comprehensive social protection strategy that leans towards universalism,” Cook said.
                            Marivic Raquiza, SWP co-convenor, explained that the Pantawid Pamilya Pilipino Program (4Ps) which is the government’s version of the CCT, is designed to address maternal and child mortality and to keep children in school for five years.
                            “Other vulnerable groups like the elderly, out-of-school youth, chronically sick and the jobless are not covered by the program. The 4Ps only addresses a few dimensions of poverty and targets only 21.3 percent of the total 4.7 million poor Filipinos,” she said.

                              Pres.Noy must launch a two-pronged attack on poverty. he should strive to improve the conditions of the marginalized sector by utilizing his presidential plenary powers to allocate funds for poverty alleviation projects while also making it possible for these people to get out of poverty on their own account by encouraging businesses to thrive.

                              Otherwise, impoverished pinoys should just follow the modest proposal of jonathan swift to his impoverished countrymen in ireland which encouraged them to sell their children to the bourgeoisie as meat for the latter's sustenance. That a child's meat is succulent and nutritious goes without saying. Bingo! we solve overpopulation, malnutrition, and the many pressing problems of poverty all at the same time.
