      No. Many foreigners living in China carried the Olympic torch inside China. But due to difficulties in obtaining a Chinese passport especially for non Chinese, I'm pretty sure caucasians constitute less than 0.00001% of the Chinese citizens (or less than 100 in 1 billion if you are too lazy to do the math). Suppose Joe grew up in China with Chinese parents, went to regular schools instead of International Schools where the instruction was in English, we will have no problem accepting him into the NT. It's not about race, but about being able to identify with a person.

      But it is a moot point as Alexander will never obtain Chinese citizenship even if he wants to. And I really doubt he wants it that bad to give up his American citizenship either.
