I forgot that the Rockets have Terrence Williams and Johnny Flynn in their roster. Low risk good pieces at best but still an enigma on this lockout.
Williams had a fall out of New Jersey last season due to his attitude and off-court mishaps. By then, we saw Williams relegated to the D-League where he had a Hallmark-esque moment with a ballboy. Now with Houston, he can be a serviceable back up to Kevin Martin alongside Courtney Lee.
While Flynn also had a fall out from the Minnesota Timberwolves due to injuries. With the verbal commitment of Rubio, Flynn was the oddman out so he was traded to the Rockets.
Again, good pieces to the back-court.

Depth in the back-court but Houston's most pressing need is the Center position. Can we expect a trade after a lockout?

Point guard Goran Dragic has signed a contract with the Spanish Club, Caja Laboral. The contract has an out-clause that allows Dragic to return to the Rockets after the lockout ends.

Forward Chase Budinger has signed with the Russian team, Lokomotiv Kuban. The contract has an out-clause that allows Budinger to return to the Rockets once the lockout ends.

Free Agent center DeAndre Jordan has expressed interest in playing for the Houston Rockets after the NBA Lockout, in a recent interview with hoopsworld.
At the moment, looking at the Rockets' roster, the most glaring need is the center. Thabeet and Scola are currently the players that can play center if the lockout ended.
Thabeet has not proven that he can start for a team while Scola is much more suited and ideal as a power forward.
Adding Jordan is a low-risk , high reward investment for the Rockets. They have a young and athletic center that can still be improved.

The Rockets will enter training camp with just $47 Milion Dollars worth of players under contract. Salary Cap is at $58 million and Luxury Tax at $70 million.
They can really go after DeAndre Jordan by making a serious bid.
