Can Atlanta and Phoenix finish in the top 3?

I have a question:

If you look at the NBA standings, you can see that the Hawks and the Suns are currently 3rd. However can they finish as ''3rd'' even if they do not win the division title since Orlando and LAL are clearly better or the Division thing has nothing to do with it.. I read once that the 3 division winners take on the top3 spots even if they do not have the best reccord..

when it comes to standings, the only thing that is taken into account is which team has the most wins.
