I don't like the idea of the qualifiyng tournament: these have already been played in respective continents.
Wild cards are wild cards.
Commercially wise: China, Brazil, Russia & Turkey (or Nigeria)
Looking at possible rosters: Italy, Greece, Russia, Turkey (GO EUROPE!)

Given the number of potential wildcard candidates, I think a qualifying tournament is not impossible. I bet a lot of rich teams would gladly shoulder the cost, may it be China or Turkey. The only question is when.

Brazil

Nigeria
Turkey
Italy

I'm all for the tournament to decide all 4 of participants, however Fiba won't be. I'd give it to the teams that deserve it.
I hate Taiwan, but they deserve to be there, being the 4th placed finishers, as well as Ivory Coast.
Venezuela and Italy deserve it too, having finished a rank away from qualifying.
But I guess it will be given to bball federations that paid the entrance fee (or bribe) to FIBA. They'll be aiming for the commercial success of the event, so likely, it will be Greece, China, Turkey and Russia.
