If Partizan has unlimited budget, why did Lessort sign to Panathinaikos and Punter was close to sign to Barcelona? I can't find a reason why a player would prefer to leave Partizan except for financial reasons.

why was punter at first place was negotiating with barca if he isnt interested in money?
transfer was stopped coz of mirotic situation, and then partizan offered to him, bigger money then barca..
same story like leday.. he wanted more money, partizan was aiming mirotic.. after mirotic rejected their offer, they returned to leday, with almost 2m per season(with bonuses), armani was offering to him 1,5m

president of serbia bring obradovic to partizan, so while he is here, money wont be problem..

So, Partizan has unlimited budget but Lessort preferred PAO's money instead? Or the unlimited budget was not predefined before ABA finals?
Punter was about to prefer Barcelona's lower offer than PAO's, so I'm not sure if money is all that he cares about.

I didn't bring up Exum because it is understandable that he would prefer to go to NBA, at any case.
If Lessort wanted to leave Partizan for different reasons than financial, then ok.
