Risk goes both ways too. FSAs could also develop well during HS and decide to go to the US/somewhere else for college.

Exploitation of migrants, ofws, immigrants, illegals, etc (including minors) happens everywhere. Those who think it doesn't happen in Europe and the US are naive. They are a vulnerable sector and there will always be bad actors who will exploit that.
Jorge Gutierrez (former nba) moved to the US from Mexico as a young teenager. He was put up in a house with many other prospects where they lived like migrant workers. He got lucky and got a scholarship but most everyone he was with went nowhere. For every Giannis in Europe, there are countless limbo refugees, migrants, illegals who got exploited for sports and became just a statistic.
We do what we can to curtail exploitation but if it can happen in developed countries, what more in the Philippines. Bottom line is, these immigrants (just like their pinoy counterparts) come from situations where it's a lot worse.
One thing we can try to implement is guaranteed scholarship until HS graduation for minor FSAs. At the very least, their Philippine education would be valuable from where they came from. And like I said, this discourages the schools without the necessary budget.
