I’m not sure about that statement by CTB, and I’m pretty certain that Harris, Konov, and many Fil-foreign players didn’t establish their connection to the Philippines before they got their passports before the age of 16 and played for the Gilas youth team. Caelum only went to the Philippines right after he got his passport, so there was no connection to the Philippines prior to that, except for his passport and Filipino lineage. The same can be said for Alex Konov because, honestly, he is more Bulgarian than Filipino, and the same applies to Mahmood, Jones, etc.
I will only believe it when there’s a scenario where a Fil-foreign player got their under-16 passport but was unable to play because of the connection issue.
