Only problem is if there is corruption within the league.

What if there is no team owners rather the teams are own by the league/association and assign a team manager. Team Manager will handle the team operation from hiring coach to recruitment and drafting players.

The purpose of this set up, the finance is centralized and no rich or poor team. Each team has an equal budget to spend on its operation. Each team can adapt a city or province.
just for clarity, you want (for example) SMC to make a league with all SMC teams. and SMC will hire team managers who will hire the coach and players. wont that be just PBA but remove all the other non SMC teams?
if all the teams are owned by the league, for this example SMC, then whats stopping the team managers to agree which team wins?

Integrity. Just imagine Fil Basket will do this structure.

Any format of a league will always be subject to corruption. There will be a 9 man committee that will handle the league. They will decide the policies and one head commissioner to break any break even in decisions. Committee will be form with 2 seats for players, media, league officials, independent and 1 head commissioner.

"Really wish we had a multi-tiered pro basketball system in the PH. We have so much talent, and the market is so big!

          Like maybe
          Div.1/Tier 1 - PBA
          Div.2 - MPBL
          Div.3 - Filbasket
          Div.4 - NBL

Tapos may promotion/relegation and then a big national tournament!

          Examples lang yan a."

They would have to allow 18-20 y.o. (or even younger) talents and compete with the major PHL collegiate leagues and at the same time limit the oldies and has-beens, for this minor league system to flourish in its role as a talent feeder not just for PBA but for the other top Asian leagues as well.

I went back in this thread I made a couple of years ago and I still stand for the most things I have written here.

I will add that there are indoor arenas that can surely cater larger audience in the places I picked.

Pampanga - Bren Z. Guiao Sports Complex (3,000 seats)
Bulacan - CSJDM Sports Complex (5,000 seats)
Cavite - Dasma Arena (5,000 seats)
Rizal - Ynares Sports Center (8,000 seats)
Manila - UST Quadricentennial Pavilion (5,800 seats)
Quezon City - Blue Eagle Gym (7,000 seats)
Batangas - Batangas City Coliseum (4,000 seats)
Laguna - Alonte Sports Arena (6,500 seats)

I’d pay to watch an ultra-regional competition where teams sign players on the basis of their first language then can only sign non-native speakers if they compose less than half of the team.

                      Bikolanos
                      Bisdak
                      Ilonggo
                      Ilokano
                      Kapampangan
                      Pangasinense
                      Tagalog
                      Waray
                      Hookien (yes, pwede yan)
                      American English
                      World English
Tausug + Maranao + Chavacano (lol)

This will start an actual civil war.
