They is what is reported after the deadline has passed . They can't say Kai's no longer entering in 2022. As that would be contradictory to his listed eligible draft year of 2022. (This is actually so stupid..it's common knowledge that eligible year means automatically entered!. Look at Ariel-Hukporti eligible year it's 2024 not 2022!

Based on my research technically yes (could not find anything that would disallow teams using a 2023 draft pick on kai), but from practical point of view this is improbable, as if a team was interested in Kai, they would just sign him prior to draft (there is a reason it never has happend in practice)

Signing of FA however is permissible to a specific period. (So not sure you can sign FA in period from April to July)

There has never been a case where a player’s eligible year is not his automatically entered year. There is a reason why they call.it "early-draft entry", which means declaring entry before your automatically eligible year.
