After reading Art. 10.1 (is that correct?), I'm kinda inclined to say no application necessary. Declaring is just one of the means to become eligible.

so what is "declaring" for the draft all about? to "formalize" one's entry despite being "automatically" eligible already or is it just a marketing ploy on the part of the player just like when a HS senior announces which college is he going to?

Kai's projection is this year a lot of DNP or spot minutes, next year 5-15 mins.
I still think Kai and his team will request to be released from the Adelaide contract and he will sign in a low quality Asian league, where his level of play will be more suitable to get adequate playing time.
Kai will have a long career in the Asian Basketball leagues, his body, skill level, work ethic is not up to scratch for European, Australian or American Professional Leagues.

I really believe - at the rate Kai's career is going - that his road to the NBA is thru free agency just like Landale, Pacu, Boban etc. he has 2 more years with Adelaide with next year as a likely make or break year for him but he really has to make an impact. remember it took Landale a finals MVP performance to get a NBA contract and in the case of "draft and stash" Jokic an MVP season in the Adriatic league - whats the common denominator there - it seems the peg for Kai is to win an individual award in the NBL to build interest from NBA teams.
so realistically, for the next 20++ games all Kai has to do is to show CJ that he is coachable - don't try to do things to impress scouts but rather just execute the role CJ asks him to do, this way he will gain CJ's trust and will pave the way for rotation minutes in 2023. ang hirap kasi ang daming Pinoy ang expectation is stariray agad si Kai during year 1 such that they miss the real opportunity presented to Kai.
Im rooting for Kai to make the NBA and I believe he has a chance but I also believe that next year's draft is already out of reach for him

Will be interesting to see if CJ goes with Manny Malou or Kai for those bench big minutes. I think he when Bairstow or Johnson rests wither one of them will play the 5 spot and Withers and Harris will play the back up Power Forward minutes.
So that leaves around 5 minutes or so to Malou or Sotto.

When Kai Sotto left the NBA G League's Ignite program, one of the biggest questions was how it would affect his draft stock.
According to Patty Scott, chief executive of East West Private which manages Sotto, it was established through NBA agent Sarah Espaldon that Sotto is only eligible for the NBA Rookie Draft starting 2022.
"To remind everyone, actually, he just graduated from high school a few weeks ago, and with the help of NBA agent Sarah Espaldon… (We) determined exactly his eligibility. And therefore the announcement that we have now is that he actually was not eligible for the 2021 Draft," Scott explained in a media roundtable on Wednesday.
"He is eligible starting a year after his graduation class, in the year 2022," she added.
NBA eligibility rules state that a player must be at least 19 years old on the calendar year of the draft, and must also be one year removed from the graduation of his high school class. Given that Sotto only graduated high school a few weeks ago, this makes him ineligible to declare for the NBA Draft this year.
