question regarding the 5 year ban, when does the count start? the moment the player declines to be drafted or the instance once his contract from a foreign league expires?
These rules are just a big WTF, instead of embracing globalization the PBA is moving backwards, in their heads the board still thinks that the league is second only to the NBA (maybe in terms of age but not in tetms of level of competition and quality)

So they created some rules regarding players entering the draft but they didnt address the real problem of the draft which is TANKING. As long as they dont act on that matter, chances are TERRAFIRMA/BW will always end up top pick every year. Wala din kwenta yang mga rules set na yan because at the end of the day farm teams will still get top picks

The 5 year ban will not hinder the best of the best future Pinoy ballers from playing overseas. However, most of the other players who want to play abroad will at the most get 1 to 2 years contract only. With the new rules, they will surely decline any offers abroad.
Others may say that the new PBA rules are unconstitutional but it seems PBA management is undeterred.

edit: this rule is probably to address the types of Dwight Ramos who are tiers above the college competition and probably getting interest from the other empire, this could also be a knee jerk reaction to lock the likes of Kai and Lebron
