That is, until next year.
PBA commissioner Willie Marcial said the league's board of governors have unanimously agreed on locking up the top selection to the past season's worst team in the annual rookie draft starting 2019.

You know what , i've thinking about this.. I think they're can be a decent market for a non traditional high school. who instead of focusing on "winning" focused mainly on player development. I really believe there are enough parents out there (of course provided the training development coaching is of good quality) who would be interested in sending their son to a school with this emphasis. it just hasn't been done before , but if you think out of the box - think innovatively . Puede actually , there is a market in my opinion. You ask what's in it for the school? Well... the hope is if you provide good quality education and training. you wil attract talent. A non tradtional school ( example only Readly or Faith - if it had a basketball academy .. would attract talent it otherwise would't have if it focused on this - development... (these schools don't really have a tradition of winning anyway... so it's not like the alumni will complain...NBTC- Team New Zealand - Camp David: vision "To provide a basketball Pathway for Filipino Kids in NZ while building men of character and leadership. For one, the rules of the game have changed drastically to make such a feat even harder to achieve, said Guiao, pointing to the old illegal defense that discourages the zone defense during PBA games.
“The way the game is played now? And also the rules?” he said. “Kasi noon meron pang illegal defense. So yung mga talented na one-on-one players, talagang may advantage kasi may illegal defense as everybody had to step out of the lane.
Also, the PBA game has improved specially defensively. During the late 80's & the early 90's, PBA imports averaging 40+ points/game was just normal & very common. An import averaging only 25+ or 30+ pts./game would usually be considered a scrub or an under performer during that time. Specially the small imports of the 3rd conference becoz the small imports were really the ones who scored well -Tony Harris, Kenny Travis, the late Bobby Parks, Sr., Mitchell Wiggins, etc. I think if Bobby Parks & Kenny Travis would be playing in the PBA today they would only average around 30 points/game or perhaps even less.
The thing is that PBA players have become bigger, stronger & more athletic in the last 25 years or so. I think some local players like Gabe Norwood, Sean Anthony, Calvin Abueva, CS, etc. would be able to limit or neutralize high scoring imports.
Also, the talent pool in the PBA has become deeper that teams no longer rely so much to their imports the way they used to some 25 to 30 years ago.
