Sure it feels gimmicky (but so is the 4 pt line) and over time it might build new true fan bases.

Not gimmicky at all. PBA can do something like what NBA cares do for community engagement and social work. Will definitely help with marketing and building fan bases across the country.

Critics will say there's no real ties to the cities if we just assign them to the teams. But yes, aside from doing occasional home provincial games, the teams can also do community work.
Will benefit those in regions with existing good basketball programs but the concept is to have the PBA teams invest in the basketball development of their respective territories.
Obviously under this arrangement, metro manila will not be designated to any team and will be considered as neutral grounds.

To build ties with the region, PBA can implement a territorial pick similar as well to what NBA does during its early years: https://en.wikipedia.org/wiki/NBA_territorial_pick

My idea is just to include a city name to all the teams. Something that can be implemented next season with minimal work and cost.

It looks like the Converge drama is juicier than it looks. Word is Lao was upset that Baltazar only signed a one year deal and was prepared to give him a max 3 year contract. And Lao is also having issues with the news about the plan of Delta instilling himself as the head coach of the team after the elections. For context it seems that the Converge owner (Dennis Uy) is hands off with regards to how the team is being managed and only offers his opinions on how to go about things and initially the real shot caller for basketball operations is Lao/SGA group. But apparently Delta is really imposing himself on the team as of late and is pushing for some of his players from his MPBL team (Garcia, Concepcion) to be given roster spots.
For Dennis Uy whose headquarters and other businesses is based in Pampanga he is obligated to play nice with the cartel boss like Delta Pineda. And so if things aren't straightened out between Lao and Pineda the most likely scenario is SGA withdrawing all their support for Converge.お元気ですか?
