I think the rule is if a team submits a copy of an offer sheet presented to their free agent player to the PBA league office then they will retain their PBA playing rights just like in the cases of Wright, Slaughter, Adams and Heading. In Cabagnot's case Terrafirma did not tender him an offer so that is why Cabagnot became an unrestricted free agent.
