Maybe the venues are not big but, still, the games were jampacked. Meaning they are interested even if the games are just pre-season games.
Edit: I'll fix my wordings here - it is not jampacked but you cannot say that the gate attendance is few. I noticed that the Blitz was conducted only in one location - in Darwin.

using that to Philippine setting, we can do our own version of Blitz with some twist and more stakes for a unique reason.Attack

And again why not the current setup if there are stakes. Why make it preseason. Thats what doesn't make sense to me.

Hard to build interest for the preseason (and even the preliminary rounds) if there isn't anything to look forward to with most of the teams. This goes back to the lack of real parity in the league. For example, who would be interested in the personnel changes of teams like Northport, if everyone knew they won't ever compete for a title?

And if I hear, tickets are expensive. Maybe make them more accessible to fans by using promos?

To bring the fans back to the games, rivalries have more impact than parity. You just need to have a couple of good rivalries based on team identities and corporate competitors. Cispa vs toyota. Purefoods vs swift. Magnolia vs chooks.
Then once in a while, a bottom team makes a cinderella run.
Mobiline or tanduay was once a dominant team and everyone watched the games to cheer on the other teams to beat them. This could be the same against the bay area dragons

Ginebra & SMB are just "buying" their PBA championships.

Perhaps PBA people thought that its a prudent move marketing wise that they have favored 2 of the most popular PBA teams - Ginebra & San Miguel Beer, by letting those teams got away with rampant one-sided player trades & maintain farm teams thereby making Ginebra & SMB such souped up teams while the rest of the teams have become depleted. (Of course TNT has also practiced these "cheating" as well).
The thing is, PBA fans have evolved na rin that they could no longer accept these kind of "cheating" even if their favorite teams Ginebra or SMB are the ones who benefit from such cheating. Some Ginebra or SMB fans are no longer proud that their respective teams have been winning championships becoz they think that those are just "bought" championships. Binili lang nila yung mga championships na yan."A king may move a man, a father may claim a son, but that man can also move himself, and only then does that man truly begin his own game. Remember that howsoever you are played or by whom, your soul is in your keeping alone, even though those who presume to play you be kings or men of power, when you stand before God, you cannot say, 'But I was told by others to do thus,' or that virtue was not convenient at the time. This will not suffice." - King Baldwin IV

I agree about the promos. If the games feature non-SMC/MPIC teams or are not marquee enough, they should be discounted. Though my suggestion could cause a major issue among PBA teams when it comes to profit sharing.
