I think the main reason brazilian clubs tend not to sign imports is the limited budget. So, to start getting some quality foreigners the clubs will have to make NBB a successful league and this will only happen with some time. 3 years is my time table to really see the differences.

Since in Brazil they use some different terms to call the position of a basketball player, I won't translate all of them 'cause it would give me much work, anyway here is a comparison of the terminology:
Armador - Point Guard
Ala - Shooting Guard or Small Forward
Pivô - Power Forward or Center
Some players are also called as a Ala-Armador or Ala-Pivô, that means they can play more than one position.
The "probable starters" are in the 1, 2, 3, 4, 5 order of positions.
