One at a time :
Right now, the best teams would be Uberlandia (BRA), Ajax (BRA), Franca (BRA), Gimnasia CR (ARG), Boca (ARG), Libertad (ARG), Peñarol (ARG) and some Venezuelan clubs like Trotamundos, Guaros or Marinos. There are also other traditional clubs that aren't having good times now (Atenas, Vasco, Flamengo). And occasionally Universidad Católica (CHI) or San Jose (PAR) can sign a couple good Americans and beat more powerful clubs.
Some of the clubs you mentioned (River Plate, Corinthians, Estudiantes OlavarrÃa and Ribeirao Preto) have abandoned professional basketball due to financial problems. And Ben Hur also has financial problems; they haven't abandoned yet, but they lost all their starters after winning the South American League and aren't likely to repeat as champions.
About the hottest fans and stadiums, I could mention Gimnasia CR, Uberlandia, some Uruguayan clubs, and some less powerful Argentinean clubs like Quimsa or Regatas Corrientes. I don't know much about other countries.

That hasn't been defined. There are many countries involved, including less powerful ones like Colombia, Chile, Paraguay, Ecuador and Nicaragua

Players making U$S 550000 per season? That would be way below top European leagues, but way above Latin leagues.
It's really a shame, I really feel bad. I love the idea of the tournament, I love it actually, I would go to the games if I have the opportunity, but it's a shame that we will not send a real team there. I would love to see the Caguas Criollos with Bobby Brannen, PJ Ramos, Chris Burgess, David Anderson, Fili Rivera, Andres Rodriguez, Ricky Melendez, Omar Alvarado, but most likely, you guys will only see Rick Melendez, Omar Alvarado and with a little bit of luck, David Anderson
Santurce Cangrejeros already expressed their intentions of playing. Thay have Richie Dalmau, Ricardo Dalmau, Olumide Oyedeji, Guaycan Santiago, Rolando Hourruitiner, Michael Watson, etc...
teams could also be there are Ponce Leones, Caguas Criollos, and I would think that San German got an outside chance to be there if they ever got Christian Dalmau and Rick Apodaca back from Poland and Italy

Casiano played there too right? how guaya, casiano and mincy did in argentina back in the day?
Santiago didn't do bad, but he didn't impress either. He averaged around 11 ppg, 3 apg, 35% from threes.
Mincy had a long and prosperous career here, playing 7 seasons, averaging more than 20 ppg and 6 ppg, winning a championship with Boca (he also played for several other clubs) and a Foreigner MVP award that year.
And Casiano only played here one year (97/98). He averaged 26 ppg for Boca (playing alongside Mincy) and reached the Finals. But in those Finals Boca was crushed by Atenas 4-0, and Casiano was nonexistant. Some said it was because he wanted to leave for BSN as soon as possible, so he didn't really want to play, and Boca fans don't remember him in a good way...
