Since I've lived in Latin America (Uruguay) I have noticed that everyone around the world always has a different opinion on who is a "Latino". Some have considered Spaniards as Latino or even Italians. Even though Uruguay or Argentina are in Latin America, my Uruguayan brothers and the Argentinian members here could agree that these two types of Latin Americans could be considered non-Latino and more European due to their race, culture, history and even their cities.
When one says "Latino" does that mean anyone from Latin America or anyone who speaks a Latin based language or someone of a stereo typical Latin American mix: mestizo (native & European), mulatto (African & European), zambos (native & European) etc...
Generally speaking I would just say that "Latinos" are from Latin America however, my longer answer would be a lot more complex and I could even write a 5,000 word sociological essay on it AGUANTE URUGUAY!!!

Note: as you can see I'm biased towards the Uruguayans and Argentinians ...

latin for all the countris that their language is from latin origin and latino for latinamericans which would be defined every country under the united states.

Agree on the Latin and Latino difference.
For me, Latin refers to all languages linked with the Latin language, and the southern Europeans behavior sometimes(In French, to be latin means to be very impulsive).
