I was wondering if Fiba wants to make basketball more popular, shouldn't they make more opportunities for NT which are not haven't qualified but can play in the international level. Should they make a division II or something of the WBC? Indeed it would make the basketball more popular to countries which are good but doesn't have a big fan base for their team.

Not only that, it would give decent competition to a numerous bunch of NTs that otherwise have to spend a season standing by.

Say, imagine a 16 team WBC2, excluding WBC teams (on WBC years) or Olympic + PreOlympic teams (on Olympic years). In 2008, it would have involved NTs like Uruguay, Mexico, Venezuela, Italy, France, the Czech, Portugal, Israel, Turkey, Egypt, Nigeria, Kazakhstan and Jordan, for example.

That would actually be pretty cool, don't know how it would work with the regional qualifiers some regions have though. Maybe participating would automatically qualify you for the next years Americas or Eurobasket.
