This happened in the final second of China's women's WCBA Finals Game 2's waning seconds, reminescent of this commercial: http://www.youtube.com/watch?v=_oACRt-Qp-s

The clip did not show it, but the ball bounced in. It wasn't counted as it wouldn't have made any difference to the game's outcome.

but
1. If it were counted, would this be a 2p shot (since the ball bounced inside the paint)? or a 3p shot?

2. How would the refs decide if this basket is made in time? Do they look at the time when the ball was released from the hands or the time the ball bounced on the floor?

Nice shot. A bank-shot using the floor. LOL. I think it would count as a three-point shot as the shot was made beyond the three-point line.

I don't think there are any restrictions on ball bouncing. Don't see any reason why there should be any, so I believe the only thing that matters is when the ball was shot.
