Yeah, Tab has just about as good a track record of player development as anybody. Talent-wise, when speaking about level at the time, I think Chot had a better lineup in 2013-14 that what Tab had last June. However, I did say that Tab's June 2021 lineup could surpass 2013-14 in terms of level and talent, due to their upside. Still, potential is just potential.
As to Baltazar (and to an extent Tamayo), what other coach would have the vision to develop similarly-sized and similarly mobile bigs as combo forwards? Just Goldwyn Monteverde, who started the seeds for both Tamayo and Kevin Quiambao, and the latter says he's working to be a small forward. We could see the same thing in Justin Arana, Jeo Ambohot, but Arana's a 4/5 and Ambohot's a 4. Troy Rosario couldn't be developed into a combo forward. No expansion of skillset. Tab actually pushed the limits for both Baltazar and Tamayo
Another example: Tab actually tried to develop playmaking from Suerte and Dave Ildefonso, turning them into combo guards in effect. Who else would have thought of that?
It's not just talent level, it's also about expanding skillsets. Sayang.
