At least Gamber's Gilas-eligible, so we can take him off the list.
Was it confirmed he got his passport before he turned 16?

It's said in a ph bucket video. I want to confirm further, but that's all I got so far.
It also said that he's interested in playing for Gilas.
I'm not too sure either. I'll be disappointed if he turned into another Remy Martin again where we assumed he was eligible but was in fact not. Sayang Remy could have solved our PG problem
Yeah, PG's a problem we have nowadays. I do think that we have some good guard prospects, but they're either off-guards or not Castro quality.
Even the U16 and U18 batches look wing-heavy and big-heavy in both size and quality, more so than guards.
if we cannot get the services of jayden harper and kyle gamber at the backcourt position. We would probably settle with this small guards enzo fojo is advertising.

When does Kai Balungkay start schooling in Ateneo

The Laura guy spamming is annoying..
How the practice of exceptions are applied and approved over time has established some consistency.
The reality is the U16 rule with how the exceptions are applied are now well and throughly established and accepted. Unfortunately for the Philippines the case for change is litterarally non existing.
Kouame's case weakness is his granting of passport late (22 yrs old ?). Our naturalization rules hurt us.
However one of the strengths of his case is were host of the WC (cannot deny this advantage)
I'm talking in general here , so let's not cite extraordinary outliners like Jawato which isn't the norm for exceptions
Let's overlook the height if they either are natural playmakers or can develop playmaking, and they are at least as good as Castro, Jimmy, or Johnny A, or even better. They're gonna be PGs anyway.
Having atleast one parent who is a citizen in the country still matters for the exemption. It is still making your case stronger. Jawato was request granted ppen.
All the other factors (blood relationship parent etc) while add to points for case are NOT requirements
The only explicit requirements for exemption are
1.Passport
2 # of years residency
3. # of years domestic play

Hmmm. Is that so.
So, Chris Koon, Phillips Brothers, Malonzo, and Ballungay can be exempted in the future.
But obviously, sbp will only apply for exemption on 1 or 2 players
And that could be the decisive factor why Kouame is a naturalized player while Jawato is not. Imagine, if we try to localize Kouame at that age (18 years old or older) and FIBA approves it, it will create a dangerous precedent to them. While on Jawato, the ramifications is not that big of a deal.
Like you said, there is an unwritten rule.
Those requirements will apply for Chris Dierker and Justin Young of Vietnam and Mohhamed Galiarga of Taipei, If VBA and CTBA will try to please FIBA for their cases as local player....
These requirements are in the context of exceptions for the U16 rule. It therefor follows that age of residency and domestic play are important. More merit is given to being developed and raised in a country as compared to working as an adult professional in the country. Not all residency years are equal
