How can we get rid of the wild cards ??

* The host get a card...

* Europe : 9 cards ...

* America : 5 cards...

* Africa : 3 cards...

* Asia + Australia : 4 cards...

*The winner of these matches will get a card to WC :

4th of africa vs 1st of oceania

5th of asia vs 6th of america

I agree with everything except this. There's no point in just moving Australia to Asia and not New Zealand, if you did that they'd become a one team region.

In the qualifying games I'd replace 1st in Oceania with 10th in Europe.

in oceania they already don't have competetion .. cuz they have 2 cards for 2 countries (australia and newzealand) .. if we let australia participate in asia like in football and volleyball.. the competetion in asia will improve, plus austarlia will not qualify directly like now cuz it is not fair, they will have a tough tournament to play in ( china,iran,lebanon,jordan and korea may not be in the same level of australia but still australia won't win easily).. plus newzealand will face the 4th of africa, so they will at least play a match to qualify to WC...in this way we are giving the 4th of africa a chance to qualify...plus europe will already have 9 cards .. i don't think it's fair to give them a chance to have 10 cards ...
 
Maybe creating an extra qualifying stage, like in 2008 Olympics
 
Combine Oceania with Asia, that gives us 6 spots to work with, give 3 to Europe (they get 3 wild cards anyway) and one each to the Americas, Asia+Oceania, and Africa.

Still it would be easier just to move New Zealand to Asia as well. I mean even if Oceania as it is only had one automatic bid, people would still be angry that Australia or New Zealand only had to beat one team to get it. There's no sense having a region where there's only one team. Just cause Soccer does it, doesn't mean it's not a stupid practice.

If you're dead set against Europe's tenth, you could have the Americas, Africa, and Asian teams play a round robin on a neutral site.

Give 2 more spots to Europe and let 4 teams (from Europe, Asia, America and Africa) fight for the last 2 spots in a small tournement.

Adding a supplementary tournament is the best in order to qualify to world championship.. I totally agree with the system you did draw..
Oceania isn't a competitive tournament.. that s why we should put the second place from Oceania in a tournament
