Greg, Spencer and Matt are Filipino dual citizen and not naturalized pinoy. According to FIBA eligibility rules, a national team participating in a Competition of FIBA may have only one player on its team who has acquired the legal nationality of that country by naturalisation or by any other means after having reached the age of sixteen (16). This provision applies also to any player having the right to acquire a second nationality at birth but who did not lay claim to this right until after having reached the age of sixteen (16).

Issac Fotu at 17 years old applied to the international federation for exemption and was granted as a non-restricted player or FIBA local eligible. But Fotu and his family moved to New Zealand when he was seven and settled down in Auckland while Angelo went here in Philippines not as a refugee but to become an student-athlete..

The rules clearly state that whether you are naturalized citizen or natural born citizen but both obtained passport after 16. You are both seen by FIBA as the same.

There isn't a specified # of years but again back to the principle of the U16 rule

After reading FiBA rules and not basing it on Philippine law (which is a seperate discussion)
You can see why as host of the 2023 World Cup and assuming Kouame has a Philippine passport, if the SBP requested for an exemption for both Clarkson and Kouame with one of them to remain as designated naturalize player, FIBA would grant Kouame's request and keep Clarkson as a naturalize player. Fiba officials will have justification for such decision as seen in its rules if questioned by rival Asian teams competing for the one Olympic spot. No way can they justify Clarkson getting an exception.
I've already discussed and showed the financial merits of why Kouame and Clarkson for 2023
Hopefully with all of this one can now see the rational for the blueprint

Any other players(naturalized citizen) sir that got an exemption from FIBA to play as local for a particular country? A player who went to that country not as a refugee but to attend school and play basketball at age 16 and become a naturalized citizen of that country after 2-3 years..

Just a question sir, does the SBP or Coach Tab knows about this Kouame-possible FIBA exemption to play as local thing? Did this idea comes from you or from SBP or coach Tab?
I dont think you could bring up how they got their citizenships. As stated by FIBA that whether you receive through naturalization after 16 or by birth and got it after 16 you are both just the same in their eyes. Didn’t spencer and greg both get recruited to play basketball same as ange? And as you said both developed locally.

Meaning the natural born citizen and the naturalized citizen who both obtained a passport after 16 years old are both in the category of only one naturalized slot for a national team(Hermoso, Pringle, Douthit, Blatche). Pinoy players who got an exemption and was granted as a non-restricted player or FIBA local-eligible because they were developed locally are dual citizenship holder namely Greg Slaughter and James Spencer(they are not a naturalized citizen)..

Please note the difference between the 2 groups you mentioned. NP vs unrestricted local
The difference isn't how they acquired their citizenship and passport and is not because of blood, (many NP have Pinoy blood)

Greg and James both acquired Philippine citizenship through dual citizenship law. I'm talking about players that went through a naturalization process(Douthit, Blatche, Lisch, C.J. Giles, Quincy Davis, Jamarr Johnson, Kevin Galloway, Brown, Fazekas, Rasheim Wright, Majok, McCalebb, Ratliffe, etcs.) at age 16-18 and got an exemption to play as local and not as a naturalized player..

As an example the migration to citizenship process in NZ is the same for acquisition due to relationship (Fotu) as it is based on other merits, study (Alok) residency and work ((Frank)

If you're looking for examples maybe look at Qatar, (I'm not familiar with their players), but as some are claiming here foreigners who acquired passport before 16 yrs old are classified as locals

Don't know not privy, but note those who get exceptions are exceptions to the U16 rule, like Fotu (does not matter ihow citizenship is acquired), so it definitely happened before to play as a local when declaration is from 16 to 18 yrs old
