Plus, what you say about NBA in theory is true, but NBA teams in big markets have been significantly outspending teams in small markets. Cleveland spent 127M while Jazz spent 80M. Clippers spent 116m while Minnesota spent 81M. So, they don't spend the same money either.

That's true,but this is Euroleague not Nba.
We play it under the rules of Euroleague.
Therefore,i'm sure if opportunity is given,low-budget teams wouldn't throw it away.

True, actually euroleague is more balanced than NBA.
